On Tuesday February 13th at 2:00 pm the city council will consider proposed changes to the Sidewalk Vending Ordinance.
My recommendation to the Mission Beach Town Council board and community is that we do not support the proposed changes to the vending ordinance without some changes.
I've met with the other members of the Coastal Coalition and we do support that the changes more clearly define "Expressive Activity" and make enforcement of vending rules easier to enforce.
Unfortunately the proposed changes do not list the number or location of the "expressive activity zones" that had been discussed in many meetings with city officials.
The changes only state that the city manager may create such zones and provide no clarity on the number and location of them. Without such clarity we do not support the proposed changes.
On Tuesday afternoon at the city council meeting, pending MBTC Board approval I will speak on behalf of the Board of the Mission Beach Town Council, stating that we do not support the proposed changes to the ordinance .....

“The City Manager SHALL designated expressive activity zones in the communities of Ocean Beach, Mission Beach, Pacific Beach and La Jolla and list the number and location of the zones. Without these changes the Board of the MBTC cannot support the proposed changes to the ordinance." and
"The proposed changes also allow amplified music in the coastal parks and beaches. This disturbs the public’s right to peacefully enjoy the parks and beaches and disrupts the quiet enjoyment of residents and hotels adjacent to shoreline parks and beaches. While enforcement of decibel levels may be practical in areas like Balboa Park, it is not practical in shoreline parks and beaches. Please do not allow amplified music in the coastal zone parks and beaches."
I urge you to send an email to all city council offices stating that you do not support the proposed changes to the Sidewalk Vending Ordinance without the inclusion of the above changes.
