Councilmember,
I urge you to support funding for a second summer trash pickup in Mission Beach as part of the FY2027 budget.
This additional pickup is not a convenience for the Mission Beach community; it is a necessary public health and sanitation service. During the summer months, high visitor volumes, elevated temperatures, and increased waste accumulation create conditions that contribute to severe fly infestations throughout the community.
These infestations have previously impacted local restaurants and food service establishments, resulting in intervention and potential shutdowns by the San Diego County Department of Environmental Health. The effects extend beyond individual businesses and impact Belmont Park, one of the City’s major tourist destinations, along with surrounding commercial areas that depend heavily on summer tourism.
The economic consequences are significant. Restaurant closures and negative visitor experiences reduce sales tax revenue, threaten local jobs, and may ultimately impact Transient Occupancy Tax (TOT) revenue generated by Mission Beach, which remains one of the City’s most important visitor-serving communities.
In 2013, a Mission Beach Fly Study was conducted involving the City’s Environmental Services Department, the Mayor’s Office, the San Diego County Department of Environmental Health, Orange County Vector Control, local businesses, and long-term Mission Beach residents.
The study concluded that the most effective method for controlling fly populations is interrupting the breeding cycle before adult flies emerge. The study found that the only proven and practical solution for Mission Beach is increased waste collection during the summer season, specifically:
· Standard refuse containers emptied twice per week
· Recycling containers emptied once per week
This service is essential to protecting public health, supporting local businesses, preserving tourism revenue, and maintaining the quality of life for residents and visitors alike.
I respectfully ask for your support in ensuring this funding is included in the FY2027 budget.
Sincerely,
[Your Name]
